Simply because the rulers are atheist does not mean that they cannot interfere in the spritual/religious practices of the people. They represent the people and they have to do what is right for the people, whether they belive in it or not personally. Yea, legally.
Your comment on their moral authority to interfere? Don't agree that they are in somewhat weaker position to command such tricky situations?

Anyway, your comment looks like a passage from a Supreme Court Judgement. You lifted it from some constitutional law reports? Good!

like saying that GOD is inferior to me intellectually AyyO! Why put it this way?
