The Commonwealth did not make racial vilification illegal in 1992 but in 1995.

AUSTRALIAN HUMAN RIGHTS COMMISSION:

Since the introduction of provisions dealing with racial hatred in 1995, [3] the Racial Discrimination Act makes it unlawful to insult, humiliate, offend or intimidate another person or group in public on the basis of their race.

When you said 1992, I thought that was wrong because I have read in a number of places that it was actually 1995.
