enclosed areas (such as undercover car parks) and heavy cloud cover do present a problem for the GPS system.
no atmospherical conditions short of pulsating ionoshpere motion (PIM) will effect GPS, don't know where you heard that
I have heard that before as well; how about the 'being underground/within (for example) a bank safe' situation? Would the layers of other material pose any real problem for the tracking devices, or is it another urban myth?
