Small Wheel and Big Wheel cannot get along. So Second Council also fail.

Third Buddhist Council. Nirvana Blue Light North India. Later move to Asoka Buddhist Kingdom.

The Third Council is the final council that able to control Dharma and Sangha but fail after Asoka Kingdom.

Buddhist shall give up Buddhist Politic. The Three Council shall united as an One United Buddhist Federal Union.
