In any case, Turkey is a signatory to the NPT & CTBT - it can not develop nuclear weapons. It is in NATO which provides it a nuclear umbrella.

The non signatories to the NPT are India, Israel and Pakistan, and NK that withdrew. Israel may be under the US nuclear umbrella, but thats not assured. Pakistan is essentially under the Chinese nuclear umbrella and the only country out in cold is India. It had to do it on its own. With this agreement it makes India's nuclear power plants within IAEA safegaurds. Even IAEA chief accepted this today.

sooner Turkey Republic is starting to Nuclear Programs for energy (Civilian) and Turkish military involved. Also US gave about 16 nuclear materials (i don't know what exactly it's in English) for military usage.

Can USA detect a nuclear weapon factory under the ground? like 500m or 1 km down under the ground?
