I heard this Empire claim many times though I never could figure out what exactly stands behind this. Can you please elaborate?

It'll probably be up to the budding empire that defeats us after we've bankrupted ourselves and can no longer police our vast holdings without relying upon foreign troops, to reinstate international law.
