Is Buddhism not an external refuge?

Buddhism contains the Dhamma. Imo, it is designed to be an internal refuge given it contains a description of the internal realities that must be abandoned & developed in order for realisation to arise. It is neither "internal" or "external". It just is: 'suchness'.
