Hi Andy,
The booklet in the OP was written last month.
Its also worth noting that in spite of complaints and observations regarding the use of this term being "really old news'.... it still goes on being used in Vajrayana.
I can give links to Kagyu, Shambala ("a union of the Kagyu and Nyingma lineages" ) and Rigpa sources as required. I've no doubt a google search will show its use in the other 2 Tibetan schools also.
