As long as the teachings are truly Buddhist teachings then I think there is a lot of flexibility.
Yes, of course... at the moment when the teachings of the historical Buddha are culture-less and timeless they are suitable to any kind of culture. For example, the experience of being into a Soto Temple (a dojo) is very intense because there is some kind of Japanese understanding of things and I appreciate this kind of cultural meetings.
