How can you look into higher teachings when you are repeatedly taught mundane dhamma and you continue to seek peace from them

All I can say is, in my opinion, it depends on the individual. If the mundane teachings prove to be insufficient, unsuitable or unsatisfactory for the individual, they will search for something else. There is sufficient Nibbana Dhamma for the searcher to find.
