We tend to associate the word "feeling" with "emotion", and I think its use to translate vedana tends to obscure the distinctions being conveyed here. A better translation I have seen is "sensation":

The eye sees a form and a visual sensation arises that is pleasant, unpleasant, or neutral. The meeting of the three is called "eye-contact".

At this point ignorance may or may not be present, and thus there may or may not be the arising of clinging, etc. Emotion in response to that visual sensation may arise as part of clinging and craving for that sensation, but it is not necessarily there, especially for one who is nirodho with respect to that sensation, in which case emotion does not arise for him or her in response to that sensation. So, for one in whom ignorance is not arisen, there is "just seeing", which we see referred to: there is no arising of a mental or physical pleasant, unpleasant, or neutral sensation (emotion) in response to the visual sensation, because the non-arising of ignorance has cut that sort of ignorance mental processes off at the root, and pleasant, unpleasant, or neutral visual sensation is only just that for him or her and there is only equanimity toward that sensation; he or she is unpreterbed by them.
