Yes, I believe anagarikas take on the 8 precepts long-term until (or if) they decide to become samaneras or samaneris. The uposatha observance is a weekly lunar event where the laity take on the 8 precepts and devote themselves to contemplation and meditation for the day, all of which is aided by the renunciate uposatha precepts.
