First up: Sony isn't in charge of the Yu-Gi-Oh franchise, nor do they control the development of third-party games developed for their systems. That's all Konami.
Secondly: Uh, no thanks. I actually don't think your idea is time appropriate, and would require Konami to invest an absurd amount of money for a title that will reach only a small audience.
