Robert Scoble calls it overhyped, claiming it's useful for little more than personal IM or small-scale project collaboration.
That is a very short-sighted view. I never expected Twitter to be used in the ways it is currently, when it was first released, but look at it now; it's everywhere and an incredibly useful tool in the spread of information. It's got to be exciting playing with Wave, and the US is in a very "Social Network" type of mind set, and that's just one of the many forms of communication Wave can emulate.

However, no one person communicates with everyone on their Facebook/Myspace/etc friends list, so it should be obvious that adding everyone to your Wave contacts is probably not the best idea. And I also believe that, this early, there isn't any unspoken rules to Wave, like there is with every mainstream form of communication; that's why it seems like a nest of conversations and a lot of noise.
