I think some of your descriptions fit this person. However, I'm not too confident that it's him because of the age range you've given and the curly hair thing. He has not curly hair but a lot of the times he would have his hair on the sides and some on the top of the head very messy and in the air, lol. Anyway, I'm just going to put here a pic of him to see if you relate to him.
