I understand your predicament, several years ago we had an old neighbor who was evicted from the landlord come back and poke holes in the radiator of our van. We went through 5 radiators, 6 thousand dollars in a Private Investigator to get this guy and another 3 thousand for a camera system. We had our own business and needed this van for our livlihood. Well the first time he poked the hole in the rad on camera we brought it in to the police, they picked him up and showed it to him. He was arrested on the spot and had to pay restitution to us for all the vandalism he caused. Could you not invest a little more in one of those small cameras that your landlord wouldn't notice and see what you can catch! When you have it on camera there is no denying the truth.
