St. Catherine's monastery on Mt. Sinai has a mosque on its premises, and Beduin Muslim workers are allowed to do their daily prayers on monastery grounds. This "NBC" would be a similar sort of thing, possibly near the administrative offices of the Church? Not sure what is meant by "risk". The Church is being rebuilt essentially in the same location it was before, and I assume they are being given permanent right of occupancy, especially since other property in the vicinity that the Church owns are being given up in exchange.
