One question I have, on a technical basis, is how could bishop Filaret of Minsk be nominated as patriarch across national lines, considering that his diocese of Minsk and Slutsk lies in Belarus? Granted, I don't know much about the position of the Belorussian church in regards to Moscow, but I am sure someone does.
The Church of Belarus is part of the Moscow Patriarchate, much like ROCOR. Their metropolitans are part of the bishops council.
