Where i am, i can't think of any waitress that gets anywhere near a basic salary of 6,000 baht a month - usually around 3,500-4,500 a month, and they are Thai - the Burmese and Laotians working here get slightly less than that, and most are working legally. On top of that basic wage most of them do get some tips however, best i heard of is around 100-200 baht a day (for normal restaurant with live acoustic)
Restaurants get away with paying less than the minimum wage cause they offer free food and sometimes free accommodation. So, making them exempt from the statutory minimum. Think of it, 2 free meals and drinks already comes to near a saving of 2,000 a month +, and if there's a room on top...
A Thai friend's restaurant is only paying 3k-4k but she provides 2 meals and accomodation. If the staffs doesn't go out at all, basically they are able to save all that amount but of cos they still need to buy some necessasities like soap and shampoo and pay their own water and electricity bills.
