Sounds like it is straight out of Thai horror movie, and it probably is - there was a movie about a ghost number like this out a few years back.
The hoaxer must have a bit of cash to start a joke like this, as as mentioned earlier, 'nice' numbers cost a small fortune. A number like 081-000999 would be a million baht up.
