Might be, lots of folks think that, whatta ya expect..
People come in on airplanes,
Airports are in large citys,
so people see the large citys first and maybe stay there, most do.
And what are the large citys full of???
especially around the tourist areas???
Seems like thats what they want you to see.
If they didn't they would enforce the laws.
But no TEA MONEY in that.
