Can I know, how much worth is that voucher and what is it use for?
My knowledge may be 15-20 years out-of-date, but it sounds pretty much the same system.
The driver will be able to claim a fee for taking you to the shop. 20 years ago it varied from 50-200 baht. Some shops would only pay a higher fee if the customer actually bought something. Other shops would pay if the customer looked serious, asked questions, drank the free Pepsi etc. I've no idea what they would pay today but probably not much different.
If you have an arrangement with a driver and try to push the price too low, then he can try and make it up this way. If you're giving him a fair price for his time, he's just being greedy.
You called this a 'scam', but how have you been scammed? You seem to know what's happening and the driver knows you know.
