Hi,
I just received one. If one of your parents is Thai and already holds an ID card you can just go to the registration office where your thai parent is registrated. You need to go there together with your Thai parent and you need to bring your thai birth certificate and the house registration letter (Ta bien Baan) I have no klowledge of the Thia ID card history.
