When Thai person is completely 15 years old, he or she must go to the district office with the birth certificate and the house registration certificate, within 60 days. Just take the fingerprints and photograph, then the officer will show him/her the photo, if he/she doesn't like the photo he/she can take a new one, and wait for Smart ID Card in a few minutes, no fee at all. After that he/she has become to Mister/Miss. The infringement this cases must be pay 500 Baht fine.

The ID card must be renewed every 6 years, within 60 days after expire with no fee. If person who has ID card is 70 years old, he can use that card without renew again until die. The other case such as losing the card, changing the name, must renew the card within 60 days with 20 Baht fee. The infringement all recent cases must be pay 200 Baht fine.

The first version ID cards were used in 1943-1962, only in Bangkok. The next were used in 1963-1987. The third were used in 1988. The last version, Smart Cards, were used first in Bangkok and Pathumtani on December 5,1996.

The temporary card (yellow card) was a part of the process while waiting for the old version ID card about a few weeks, abort in present.

Until now Smart Cards already have 3 subversions. The first has only magnetic bar, no IC chip. The second has the magnetic bar and 32 Kbytes IC chip, 12 million cards.The newest appears in 2007 with magnetic bar and 64 Kbytes IC chip, 26 million cards .
