what do you mean by "head scarf"? if it is not a muslim head scarf, I think schools just usually have strict rules on dress code, for example, no jewellery, no caps and scarfs and in some schools not even jackets other than school uniform. so, probably nothing against the scarf itself, rather, something that is simply not part of student uniform? - just guessing. schools are usually strict about uniforms and don't allow anything extra or any change, no matter how small. btw, I am not Thai, just working in a Thai school for over 2 years now.
