Well broken down to it's simples form, religion is just superstition and fashion is just vanity, To me that makes them equally irrelevant to practicality, so I see fashion is being discriminated against in this case, but not every one wears head gear for fashion, it may be there to keep your head warm or to protect you from the affects of UV radiation from the sun, in other words, superstition overrides practicality, now that's not good. So to me the government is very hypocritical in ones freedoms of liberty.
