Unfortunately Tibet has been under occupation by China since 1950. Visas aren't so easy to come by. Many Westerners who go there break the law and just hop on a bus from Sichuan Province. If you are caught by the Public Security Bureau or People's Armed Police without the proper paperwork you will be deported. It's a risky undertaking at the best of times. At the moment it is impossible. People do it because they are trying to get news of what is going on out to the world. Xinhua is not the most reliable source on what is actually happening there.
