It is the law to wear a seatbelt, it is a crime to break a law, therefore by not wearing a seatbelt she is a criminal.

I believe the same is true with regards to the ID card, as AFAIK Thai citizens are required to have it on them at all times so she was breaking the law there too. Not the most heinous crime in the world of course, but still you'd think it would make her more cautious/respectful in dealing with the police.
