I was going through the toll at Ngam Wong Wan and a policeman stopped me and told me I'm not allowed to drive this car and gave me a ticket on the spot. And then directed me to the toll office to pay the fine immediately. I tried to argue that its not even 7pm yet (which you're allowed to drive untill for red license plate cars) but he won't listen and just kept pointing to the office by the toll.
I have been told that red plates are also not allowed on the tollway, in addition to the evening ban as you already noted. You also have to be careful about doing inter-provincial travel. I think you have one month to register new plates though obviously lots of people flout this law as you see red plates everywhere. My neighbours have had red plates for about 9 months now. I guess they want to show off that they have a brand new car.
