My experience was they always gave back wrong change. Sometimes less, sometimes more. I conclude that they're just bad in counting and not intentional. I worry too when I pass 1,000baht to the toll stations when I drive but they'd never short change me so far.

Then again, you mentioned bars and yes, its well known some bars especially those girly bars short change customers sometimes or like they always like to claim "I tot it tips!".
