Some of this land deeds, have a RED Garuna symbol on it and are called "â©¹µ·ÕèµÔ¹".
If you have this deed it is legal by law to sell as the owner or to build on.

One of these land deeds, has a GREEN Garuna symbol on it and are called "Ë¹Ñ§Ê×ÍÃÑ¢ÃÍ§¡ÒÃËÓ»ÃÐâÂ¢è¹í".
It is meant open land or abandon land or the GOV. provided land so Thai families have places for agriculture you are the owner of the land but can not legally sell it, some still do without document of ownership

My questions are:

(can I build a house on the plot of land with the GREEN land deed)?
If you plan to stay there for along while you can do any thing to it but selling if difficult because you have just the right or benifit from land (farming)

- Is it possible to change the destination of a plot of land (GREEN land deed to RED land deed and vice versa)?
It is varied some are 10 yrs. then you can obtain red deed, some can not you have to find out from city record.
