If this person has arrived in Nong Khai recently, have you contacted the British Embassy in Bangkok ? It could be he has left the UK illegally, being subject to a release licence or some sort of monitoring when he got out of prison which prevents him leaving his country and reporting to the authorities regularly.
If he is still in prison, contact the Embassy anyway - they may be able, under international co-operation, stop him being granted an entry visa when he does finally show up.
