In the Netherlands we have these cheap telephone lines also. And yes, sometimes the quality is not very well.
It depends on what time and how much traffic is on the lines.
These lines start with 1 Eurocent/min. With the KPN (who owns the net) it is 1 Euro for landline and for mobile 1.40 Euro.
For a difference like that you can try a few times more.
I think it will be in the UK the same.
