Well I don`t quiet understand your question. Normally there is only one way how you type Vowels. When they come before the Consonant you have to type them first and then the Consonant. When they come after the Consonant you have to type the Consonant first and then the Vowel and so on.
maybe you mean Vowels and Tone Marks ? There it can be indeed that if you have for example the Vowel "i" and a Tone Mark above that it doesn`t matter in which order you type them, they are always shown correctly. But I think the correct way to type is like you would write the Word: first the Vowel "i" and then the Tone Mark.
Maybe you can specify your Question more or even give an example by writing a Word.
