Well, I was referring to the winter palace of His Majesty, which is a garden located on the mountain called Doi Suthep, where there is also a temple called Wat Doi Suthep... it can be quite confusing.

And yes, I recall that there is a long set of steps to reach the top. So that might be it after all...
