well, just do what the Nordic countries do, like sweden, where any female, married or not, will get state subsidy when got pregnant, and state will continue the state subsidy for bringing up the kids , including free health care, almost free schooling fees etc..
In singapore, we can have a reverse-coe style of state funding, start to give state grants when a female national got pregnant, free child birth and hospitalisations , free childcare and kinder garden , free schooling till high school. ..

then we shall see a population explosion, .........ha ha
