Yes, it does. Maybe not when you make stupid youtube videos of police acting nice to you while you trespass. Maybe not when you make stupid videos of middle aged whores standing at the zoo with signs. But, in general, yes-it does cost money to update a website.

So, how much money would it cost the Philadelphia Zoo or the Pittsburgh Zoo to post an update, using employees already on the payroll, and a website already set up? You seem to know a lot about it, please advise!
