It isn't a religion, but it does seem to be a substitute for religion. It has many of the elements of religion.

Sin: carbon/industry
Indulgences: carbon credits
Salvation: Kyoto

Yep, that's about it. I would call it a cult following but it's way to big to fit that definition.
