If you have some time to read this, it’s the actual reconstruction plan proposed by the Government of Haiti, what are your thoughts?

thanks for posting--- at first I thought it was spam because of the web address "buy usa. gov" --WHAT is UP with that address

but it is indeed the english translation of the plan
