The police here work under appalling conditions in many cases. It is hardly surprising so many are corrupt under the circumstances. I don't condone corruption at all, but I can understand it when they earn so little, work such anti-social hours, are dragged around the country away from their families and then are not taken care of when they need to be... I wonder how many gringos would be willing to perform their duties more efficiently in the sort of conditions they work under and with such limited resources...
Ummmmm, is there a group that goes around with pistols forcing Dominican men to become PN?
No, there is not.
Get another job.
There is no excuse for the corruption.
If someone told me "Nursing is full of night shifts, and some day shifts so we can confuse your sleep pattern and disrupt your personal life. You will be paid less than a living wage for sometimes more than 40 hours per week. You must work in the hot sun and buy your own water. Oh yeah, and when you get sick we will not give you the surgery that you need for more than 20 days", I would say "No, thank you"

NOBODY forces these men to become PN, so please........
