Why didn't you get the papers during that time period of "a long Time ago"??

First of all, getting them from here may not even be possible. In addition, like thousands of other people in my position, I was expecting that I could stay and simply pay the fine as I had in the past. My plan was to get the papers on my next scheduled return to the US later this year. Now I will either have to try to obtain them and have them sent or return earlier.
