I would never presume to answer for HB. I will just say that his post about the time window mentioned this was for people currently in the D.R. on an EXPIRED tourist card. If you just arrived, your card is likely still current.

Of course, Heaven only knows how any of this is going to shake out, or how it will be implemented in actual practice ... So, maybe it would include you too. Good luck with your quest.
