Can you explain what is meant by 1 man 2 votes?
Does it mean every citizen gets 2 votes? What purpose does it serve?

There is lots of controversies and disagreements.

Basically HK people & opposition had been fighting towards 普選 plus abolishing FC(功能組別) , these are the 2 main agendas of HK politics.

Now there is so called Political Reforms, that will modify electoral system for a compromise.

Basically this new system (proposed) gives people 2 separated sets of voting rights to exercise independently during the poll. 1 set to decide the FC (functional committees) & one more set to decide MPs.

HK legislative council is NOT a National Parliament and their MPs are not really MPs but just the SARs' legislative council members. They each have a seat like our Single Seats SMCs. There are further more 12 functional committees for e.g. Labour; Industries; Legal; Commerce; Engineering; Education; Finance; Medicine;... each only have rights to decide for relevant fields of their own specialties during the legislative process, e.g. Medicine FC have their rights to decide during making of medical laws but not for Engineering laws.

Other normal legislative council members (MPs) have rights to decide any laws by votes. FC only vote during legislations concerning their own fields of specialties. There is a good logical reason for this, because each MP have their own backgrounds and fields of trainings, they are not the same, nor equally good in every aspects. However they have all equal rights or voting power in the legislative process. The FC approach tunes the process by shifting weights & power more towards the hands of those (who are supposedly) know their own fields of specialties better. But this is not agreeable to HK oppositions who already felt that powers are already unfairly manipulated in hands of some powerful minorities in their society, this shift of weight or by via FC, made it worst. Because Tycoons indirectly have more powers within the parliament than the peasants, when it is supposedly one-man-one-vote aka, Lee Kah Sheng (李嘉诚) supposed to have same voting power as Ah Chan (阿灿) within a democracy. The FC offers tycoons direct control of powerful weight shifting votes within legislative process, you can be sure that Lee Kah Sheng (李嘉诚) have some lawyers in the legal FC; and some bankers in the finance FC; and some businessmen within the commerce FC.... etc. Ah Chan (阿灿) will sure lose out big time and no fight possible.

FC system ensures that power of each relevant specialties are more within the hands of their relevant elites. Elite engineers will dominate engineering field, university professors will dominate educational fields. They have much more say then any others outside this field of specialties, and the system allows them to be entrenched for their $$$INTEREST$$$. Each FC is like a castle of power itself.

FC takes care of elites, & opposition MPs fights for poor peasants. Peasants depending on opposition MPs will have little chances against these power castles.
