It's a catch 22 situation for them.
If they don't hand it over, he remains in the detention centre.
If they do, he supposedly can get out, but it is further proof of their guilt.
Anyway, even if that is the judge's condition, they will never do it as they place great importance on the money. Ah Bian has been in jail before, he can take it.
