I believe that there are 2 types of state govt employees:-
1. Public Servants
2. Public sector employees

The former can witness Application for Australian Citizenship/Australian Passport, the latter cannot.

My understanding is that in Perth, we only have public servants. But things may have changed.

Currently, it is almost impossible to sack a public servant unless s/he make a big mistake. So, it is a kind of iron ricebowl job.

But under the WA Liberal govt, they are following the other states and making it possible to retrench public servants or downgrade them to public sector employees.

So far, there is a round of golden parachutes to get rid of those excess (shake-leg) public servants. These people are happily taking up the early-retirement $ offer $ and leave.
