i think its due to the fact that 1,2,3d have more of that lower density body. 4d indeed has a different-ish body and can chose to appear as it wants/when it wants. also, i think that a lot of the "physical laws" really change after 3d.

also the goals of the 4d being are completely new as opposed to the 1 through 3, which are important albeit more primitive in their nature. the seperation is need because the primary objectives so drastically change between 3 and 4...

i also bet that ra would have something to say about that "confusion law" and maybe even the "free will" law. ra always reverts to that and the confusion law would surely be the first to be nulled if we were all together 3d and above...we are all in that "state of confusion" and even "sleep" if you will in our 1st three densities. ra even explained how when 4d beings (even themselves) showed up in a 3d environment, they were percieved as gods and it had consequences which affected free will in many ways. at 4d, they all know that there are levels above them that they are striving for, but here very few of us can even understand it....
