yeah, i see what you are saying. on the one hand it would be very beneficial for the world to be united and work together. but could those individuals in this world government keep themselves from becoming corrupted and self-serving? if you take your answer from the history of this planet then the answer would be a resounding, "no".

the word government is derived from the greek κυβερνᾶν (kybernan), which means "to steer" or "to control". i think it would be best to get away from this idea of a controling government and just have more of a "council of elders". maybe this council would be less about dictating absolutes in which the people have to live by or be punished and be more about lending advice for the best way to handle situations. so the people are still free to make their own decisions.
