as far as i am aware of, most commercially available decks will have these 'shortcomings' with the exception of some very early decks known as the tarot de marseille (tdm)'s, such as the noblet or the hadar. as far as the golden dawn tradition is concerned, the aleister crowley thoth tarot or indeed the hermetic tarot (by godfrey dawson) portray the most accurate symbolism.
