yes. the astrologer sheikh habeeb ahmad in his book "the mysteries of sound and number" goes into great detail about the hours of the day and when the best and worst times of the week and day are to initiate projects depending on the day and time of day.
he says (page 27). "beginning at the moment, - the exact minute of sunrise at any given place - the first hour (that is to say, the first sixty minutes after sunrise) is governed by the planet which rules the day of the week, whatever it may be." his book, like nearly all other astrology book's i've read start out the sequence on sunday (and not saturday like the paragraph quoted from the article does). the sun is always the most important planet.
in the weekly sequence, the "planet" sun rules the first hour of sunday, the moon rules the first hour of mo[o]nday, mars rules the first hour of tuesday (mar[s]di or mars day in french), mercury rules the first hour of wednesday (mercoledi or mercury day), jupiter rules the first hour of thursday (or thors day), venus rules the first hour of friday (viernedi or venus day) and saturn rules satur[n]day.
there is a definite pattern as to the rising of each planet above the horizon for each hour of each day of the week. the sequence starts out like this on sunday (at sunrise not midnight as one might think of being the first hour of the day):
sun (governs 1st hour after sunrise on sunday)
venus (governs 2nd hour after sunrise on sunday)
mercury (governs 3rd hour after sunrise on sunday)
moon (governs 4th hour after sunrise on sunday)
saturn (governs 5th hour after sunrise on sunday)
jupiter (governs 6th hour after sunrise on sunday)
mars (governs 7th hour after sunrise on sunday)
now this pattern starts to repeat itself. let me show it the sequence through monday morning (second hour after sunrise to show you why monday's first hour starts with the moon governing the first hour).
continuing the sequence:
sun (governs 8th hour after sunrise on sunday)
venus (governs 9th hour after sunrise on sunday)
mercury (governs 10th hour after sunrise on sunday)
moon (governs 11th hour after sunrise on sunday)
saturn (governs 12th hour after sunrise on sunday - not necessarily equal to 12 noon, see?)
jupiter (governs 13th hour after sunrise on sunday)
mars (governs 14th hour after sunrise on sunday)
sun (governs 15th hour after sunrise on sunday)
venus (governs 16th hour after sunrise on sunday)
mercury (governs 17th hour after sunrise on sunday)
moon (governs 18th hour after sunrise on sunday)
saturn (1governs 9th hour after sunrise on sunday)
jupiter (governs 20th hour after sunrise on sunday)
