We just had a 3.6 in the bay area. it scared the cats.

Which floor were your cats on? They probably felt it because they are at a higher level. If we could confirm which level your cats are on we could look up your house plans and perform some calculations. I'm assuming you do not have a dampener installed. When earthquakes hit, the higher you are the more the sway happens. What are you, an idiot? You're out of your depth here.
